Economist Sergei Aleksashenko commented on the recent speech of Russian President Vladimir Putin in the latest episode of the DOK program on his YouTube channel. In it, the head of state announced the introduction of a progressive income tax rate on incomes over five million per year.

The economist points out that in 2020 the president promised that after the VAT increase there would be no tax increases, but he did not keep his word. Aleksashenko is confident that the authorities will continue the policy of increasing the tax burden.

“The government needs money, so in March of this year it announced the introduction of a tax on household deposits, and now a second income tax rate of 15% is being introduced on incomes over five million,” explains the analyst.

Based on Rosstat data, Aleksashenko clarifies that there are about 500 thousand people with such incomes in Russia, but emphasizes that, in his opinion, there are more of them.

“The introduction of a tax on income from deposits and the introduction of a progressive income tax rate is a blow to high-income segments of the population,” the economist notes. He believes that these are the people who want to be independent from the state.

“Putin gave his oligarchs, his friends a gift of extraordinary generosity. And notice that almost no one talks about this. This is the introduction of a fixed payout in the amount of five million rubles from the income of all offshore companies,” Aleksashenko reminds of Putin’s words.

The economist considered that any Russian who has earned more than 40 million rubles abroad will benefit from the flat tax scheme of five million rubles proposed by the president. Then the income tax paid will be less than the income tax rate of 13%.

However, it is obvious that it is much more difficult for a person receiving 12 thousand rubles to pay 13% (approximately 1500 rubles) of income from it than for someone who, say, from 120 million rubles a year transfers 15% (18 million rubles) to personal income tax. At the same time, they have slightly different problems - the children of a cleaning lady have thin soup, and the children of a millionaire have chalk pearls.

To summarize what has been said, the increase in income tax on wealthy and wealthy citizens by two percent, which Putin made the Russian people happy with the other day, does not even amount to pre-election PR. This is ridiculous.
