Additional vocational education is reflected in the Law on Education (hereinafter referred to as Federal Law No. 273). Art. 76 of the Law indicates the need to support the professional development of the individual, matching the level of qualifications and competence with changing social conditions and professional responsibilities.
Federal Law No. 273 establishes two categories eligible for mastering additional professional programs:
— certified specialists who have completed training in secondary specialized and/or higher educational institutions;
- persons acquiring professional secondary specialized or higher education (Article 76, clause 3.2.).
Both categories have the right to additional training, so they can:
— improve qualifications;
— carry out professional retraining;
- acquire a second higher education.
Refresher courses
Licensing requirements for the provision of a number of professional services provide for a mandatory procedure - advanced training of employees at intervals of three to five years. Qualifications are increased within the framework of the specialty in which a diploma of higher/secondary specialized education was obtained and professional work is carried out. Professional retraining: what is specific?
Professional retraining involves the development of a new specialty and new competencies required to carry out new professional activities (Federal Law No. 273, Article 76, paragraph 5). It is carried out on the basis of specialties already mastered in universities or colleges.
Programs are compiled for at least 500 hours. Distance professional retraining allows you to master new competencies in a period of up to 3–5 months and with a minimum of costs.
Second degree
Those who already have a higher education diploma can receive a second higher education remotely. The second higher education is aimed at expanding knowledge and acquiring new competencies. It can be adjacent to the specialty of the first diploma, or it can become a radical retraining with obtaining a specialty from a different professional field.
Obtaining a second higher education degree remotely for people who already have experience studying at a university and working in their specialty is not difficult.
If the specialty/profile of the first diploma coincides with the specialty being received, training is carried out according to abbreviated programs. The reduction is made through transfers, i.e. transferring disciplines and grades from a previous diploma to a future one, if the difference in the volume of study does not exceed 60%.

Distance learning is a set of technologies for organizing the educational process. Based on the use of information and telecommunications equipment and methods, which become the technological basis for distance learning. The use of distance learning technologies is regulated by documents of federal status: the Law on Education, GOSTs, and Federal State Educational Standards.
